Growth of a New State

Bradley wanted an end to the lawlessness of those Kentuckians who attacked the tollgates. But because the Democratic Legislature sympathized with the people as well as detested Bradley and always sought a way to undermine him, they refused to act and in 1896 voted to provide a free road system.
