This is a US national flag from the 84th Division. It was used during World War I. It is a 48 star flag with a gold fringe.

84th Division Camp Zachary Taylor, 1917, upon demobilization these colors given to Governor Edwin P. Morrow by General Henry C. Hale at review of the division in 1920.
